Why This Ranking Matters

If you’ve followed Government Technology’s GovTech 100, you know it’s a valuable who’s-who in the space. But here’s what it’s not: a measure of growth.  So we set out to fill that gap.

Using a curated list of 100+ GovTech leaders pulled from the past three GovTech 100 lists (2023–2025), we calculated annualized growth rates across two key indicators:

  • LinkedIn employee count
  • Website traffic

While private company revenue is largely unavailable, our research shows these indicators strongly correlate with real business growth. Details on our methodology appear later in this post.

Key Insights from the Data

The growth gap is massive.

📈 Employment Growth
Power 25 companies are growing headcount 8x faster than other GovTech 100 firms.

🌐 Website Traffic Growth
They’re pulling in 3x more web traffic.

Figure 1 above, titled Annualized Growth in Employment and Website Traffic – Power 25 vs Other 75, shows the annual change in percentage based on employment: Power 25 (20% change) vs Other 75 (2.5% change), and website traffic: Power 25 (39.6% change) vs Other 75 (11.8% change).

And the Power 25 is growing off a larger base, not just higher growth percentage

How We Built the Power 25 Ranking

To build the Power 25 list, we started with the GovTech 100—a respected, editorially-curated list of top companies in the space. However, this list does not assess company size or growth.

Step 1: Curate a Clean List of 100+ Companies

We:

  • Consolidated three years of GovTech 100 lists (2023–2025)
  • Removed companies with a broader focus (e.g., Esri, Motorola Solutions; each lists 9+ other targeted industries besides government on their websites)
  • Excluded companies that were acquired or merged (e.g., GovOS, Avenu Analytics)
  • Added Carahsoft—a notable omission that we think fits GovTech 100 inclusion criteria

📉 Why We Rejected “Revenue Estimates”

Many sites—like ZoomInfo, GrowJo, and Latka—offer revenue estimates for private companies. But we passed on using them. Why?

  • No transparency: Methodologies are vague or undisclosed.
  • No growth metrics: Most don’t estimate how revenue is changing over time.
  • Wild inconsistencies: One site pegged Versaterm’s revenue at $66M—another at just $21M.

Bottom line? The data’s too shaky for high-stakes analysis. That’s why we relied on verifiable, consistent metrics like LinkedIn employee counts and website traffic growth instead.

Step 2: Calculate Employee Growth

We used LinkedIn—a verifiable, consistent data source—to measure employee growth from 2023 to September 2025. The screenshot below shows the LinkedIn employee count data for Granicus in September 2025, and the percentage growth over the preceding two years.

Figure 4 above, shows 24% Granicus employee growth over the preceding two years.

👥 Employee growth is a reasonable proxy for revenue growth, especially for SaaS companies. And unlike Crunchbase’s “growth score” (a black box metric with known reliability issues), LinkedIn data is transparent and trackable.

We excluded companies with fewer than 30 employees in 2023 to ensure growth percentages were meaningful.

Step 3: Layer in Website Traffic

We turned to Ahrefs, the SEO tool trusted by 44% of the Fortune 500, to calculate growth in monthly website traffic.

This helped us validate momentum beyond headcount—and surface some surprising high-traffic firms flying under the radar.

Step 4: Rank + Average

To balance the two growth indicators:

  • We ranked all 35 fastest-growing firms (1–35) on employee growth
  • Then ranked the same 35 on website traffic growth
  • Each firm’s average rank determined its placement in the final Power 25 list

🎯 If two companies tied, we gave the edge to the one with higher traffic growth.
